There is no mechanism to enforce that, besides impeachment. And there are no guidelines in the Constitution about what the threshold is for declaring war.
There’s the War Powers Act, but that only matters if Congress attempts to enforce it.
Why wouldn’t he be able to send more warships? AFAIK the only legal limit imposed on the Presidency is a 60 day limit on how long they can deploy troops without declaring a war. However, this has been mostly ignored by US Presidents since the law was passed decades ago. The only part of that law they do follow is notifying Congress.
I honestly don’t know. I can’t say I’m an expert, it was more of an educated guess. Maybe it’s difficult to justify sending more seeing as they’ve already declared victory…
