They’re a breed called Dutch belted cattle, a farm near me has a bunch.
Could also be Belted Galloway. Look pretty much identical, but Dutch Belted are dairy and Belted Galloway are beef cattle

Back near where I grew up, there was a farm that offered the same thing, but with sheep. I always wondered how one would breed for that.
