Which, assuming it’s all valid UK citizens signing, is approaching 5% of the adults registered to vote (48M), and not far off 8% of those that voted last year (29M). It’s all people who are politically active enough to sign a petition after all. How can they think it’s a winning move?

Yes, but that was part of the Tory election manifesto, so no petition was going to outweigh that one.
